Rules on the Use of e-Archives

(Instituted on 1 September 2004)

Article 1 (General Provision)

The results of the Cooperation Bases System undertaken by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) to strengthen cooperation in the field of elementary and secondary education and elsewhere will be made available free of charge to parties concerned with educational cooperation either in Japan or abroad through the International Educational Cooperation Bases System e-Archives (hereinafter referred to as "e-Archives") of the Center for Research on International Cooperation in Educational Development, University of Tsukuba (CRICED). This set of rules prescribes standards required to be observed by general users of e-Archives.

Article 2 (Objective)

e-Archives shall be responsible for transmitting information on the Cooperation Bases System undertaken by MEXT. Its objective shall be to provide an environment in which the results, etc., of the Cooperation Bases System are registered and in which the results are made available free of charge to parties concerned with educational cooperation either in Japan or abroad, thereby contributing to educational cooperation with developing countries and serving the needs of scholarly research.

Article 3 (Definition of Terms)

Under these rules, the terms cited in the following shall define what is included under the respective titles.

  1. General user
    Any person who searches for and accesses information offered by e-Archives through the Internet shall be referred to as a "general user."

  2. e-Archives administrator
    The person who supervises and implements the management and operation of e-Archives shall be referred to as the "e-Archives administrator."

  3. Information
    Profiles registered with e-Archives through the Internet and data files, etc., attached to such profiles shall be generically referred to as "information."

  4. Profile
    Item-by-item brief lists stating an outline of each item of information including the title, author’s name and abstract to be registered with e-Archives shall be referred to as a "profile."

  5. Data file
    An electronic file attached to a profile shall be referred to as a "data file."

Article 4 (Protection of Copyright)

The e-Archives database and any data file registered therein shall be protected under the Copyright Law and other laws and regulations.

Article 5 (Range of Availability)

A general user can search for and access any item of information registered with e-Archives. A general user using such information in any other way (including copying, printing, adaptation and alteration) shall do so on his or her own responsibility and pursuant to the Copyright Law and other laws and regulations.

Article 6 (Guarantee and Responsibility for Information)

1. The e-Archives administrator in no way guarantees the quality or the authenticity of any item of information in e-Archives.

2. The e-Archives administrator shall assume no responsibility whatsoever for any damage incurred by any general user in connection with the use of any item of information registered with e-Archives.

3. The e-Archives administrator shall assume no responsibility whatsoever for any disadvantage incurred by any general user in connection with the interruption, alteration or similar of e-Archives due to any of the causes stated in the sub-items below.

Article 7 (Interruption, Alteration or Similar of e-Archives)

1. The e-Archives administrator can interrupt e-Archives without prior notice in the event of:

  1. Fire, natural disaster (such as earthquakes, tidal waves or floods), power failure, trouble with communication lines, the implementation of any new law or regulation or the revision or abolition of any existing law or regulation, trouble in making information available due to illegal invasion into the Internet, or

  2. Difficulty in making information available due to any other unpredictable situation.

2. The e-Archives administrator can alter the service without prior notice to general users.

Article 8 (Revision of Rules)

The e-Archives administrator can revise this set of rules as necessary. The revised rules shall be published on e-Archives.

Article 9 (Provision of Consent)

Any use of e-Archives by a general user shall be construed as implying his or her consent to this set of rules.

Article 10 (Observance of Rules)

The e-Archives administrator and any general user will observe this set of rules.

The International Educational Cooperation Bases System e-Archives (hereinafter referred to as "e-Archives") of the Center for Research on International Cooperation in Educational Development, University of Tsukuba (CRICED), are managed by the e-Archives Project of the Ministry of Education, Culture, Sports, Science and Technology (MEXT). Information submitted for registration in e-Archives is registered by representatives for each project team of the program. In addition to this set of Rules on Use, a set of Rules on Registration is prescribed separately.
